The US having a strong military does have the ability to provide stability in the world and usually it does, granted the couple past years they've failed at it, but all and all I think it's good that US does have a strong military.
But I'd say that they could scale it down a bit in some regions, especially the nuclear weapons.

And personally I'd like to see Europe develop a bit stronger military as well, nothing in the scale of the US is needed, but enough to provide Europe an ability to perform globally without having to rely on the US. The French & Great Britain are already moving in this direction and imo some sort of a unified military within the EU would be a good idea.

The EU developing a joint military is unlikely as they can't even agree on the constitution or NATO involvement. As a whole, European nations are unwilling to commit troops or have them participate in combat if they are committed. It's a nice thought but I don't see it happening.

It's funny you said that cuz US never declarated war uppon North Vietnam. As you said the first military force US sent were military advisors to counter the aid provided to North by the soviets. Ofc US didn't striked first, they just waited for the right opportunity to sent a bigger force to assure South Vietnam didn't end on the hands of comunism (lets remember here that most part of Asia were comunists already) and to have there a strong position.
Same shit happened in Iraq and UN resolution. Who decided to have war if not US? This man speaks the truth , However there was no UN resolution for WAR against Iraq for G.W. Bush Junior. To my knowledge the UN resolutions for Iraq were (weapons inspection , Oil for food and medicine , embargo , no flight zone cannot remember the parallels ).There must be more but i really cant recall them .

Because the USA didnt have the UN approval they "created" the so called coalition of the willing in order to gain support , but except for Britain no one else really contributed a lot .

The phasing out of UN was a terrible blow to global diplomacy , but hey they have Tsgumi to fight the wars for them .

LOL. The members of the security council who can veto any resolution are US, China, Russia, France and UK. US and UK wanted the war. China and Russia had their own shit at home (Chechenia, Hong Kong, human rights violations....) and didn't want US to keep sticking its nose on their bussiness... there you go only France left. A few threats over the comercial relationship and the veto thing is solved.
