The "weather effects" everyone is so eager to know about, in the unreal engine, is just a repeating sprite falling over a set area around the character, within the range of the "weather".

You wont get any clumps of snow built up over time as you watch snow fall down, you will just see a form of an animated spotted fog.

Its really not that interesting.

For a great example of what im talking about, those who have America's Army (www.americasarmy.com (http://www.americasarmy.com)) go to mountain pass map, and climb the highest mountain...youll see what im talking about.
