To L2 or not to L2

I have been considering playing on Franz, I havent played since months ago (like 6) I just run around town and stuff. I would like someone to tell me how much the euro time will hurt me. At what time are sieges normally and what's the regula peak time of the server. I've played with lot of euros on Bartz (most my friends are) and I found it a "comfortable time to play at". I am trying to make my mind, I would basically reroll a PR/ BD or a SR not sure which. Any thoughts to help me make my mind, If I don't reroll on Franz I don't think I see myself playing on Bartz again.
