Got a new computer:
Windows x64 edition
AMD Athlon 64 X2 4400+ Dual Core
Nvidia Geforce 7800 GTX 256MB PCI-express
Here is the error:
OS: Windows XP 5.2 (Build: 3790)
CPU: AuthenticAMD Unknown processor @ 2214 MHz with 2047MB RAM
Video: NVIDIA GeForce 7800 GTX (7777)
Negative delta time!
History: UGameEngine::Tick <- UpdateWorld <- MainLoop
Everytime I log out of game, restart the game, or sometimes during play I get this critical error. After it happens I am unable to reload L2 until I reboot the computer. Any ideas?
windows 64!! like nintendo 64!
i thought it didn't work for C3? C4 it should though...

Care to share what you did to fix this??
Download this utility:

Basically its a command line utility you use to start the game only using one cpu core. I got some help from a friend and created a batch file for L2 and use that to play the game.

I downloaded it, because I too am getting the same message. It still is not working for me. My specs are as follows:
Windows XP Media Center Edition
AMD Athlon 64 X2 Dual
Core Processor 3800+
994 MHz, 960 MB of RAM
I am not exactly sure what I'm supposed to do with the RunFirst program, though. It opens and that's about it. Can anyone help? I cannot run L2 C3 at all. I am completely new to this game and I did a google search to help me find a topic on this problem, amazingly there is someone who had basically the same problem. :)
By the way, here is my error message:
OS: Windows XP 5.1 (Build: 2600)
CPU: AuthenticAMD Unknown processor @ -5261 MHz with 958MB RAM
Video: ATI RADEON XPRESS 200 Series (6553)
Negative delta time!
History: UGameEngine::Tick <- UpdateWorld <- MainLoop

Use latest drivers from AMD's site and add -cpuspeed=xxxx to the end of your shortcut to l2.exe, where xxxx is your process speed.
So on my A64X2 3800+, it would be "C:\Program Files\Lineage II\system\l2.exe" -cpuspeed=2000

Wish I could offer further assistance here but I ended up sending my dual core processor back after some other errors in Windows occurred. Currently running an Athlon64 4000+ and experiencing no problems at all.
Edit: The unreal engine is not compatible with dual core it seems. Best of luck to you guys. ;(

My above method works, tried it on a few other machines too.
If it doesnt, the WinXP SP2 Dual Core hotfix might help. Refer to:
