Lag - Ideas??

I play on the devianne server and I have so far encountered lots of lag. Usually it is quite small but it is hampering my play the higher my level gets. Most of the time I have a video lag, basically if I press a button I will do the action but I might not see it for anywhere from 10 seconds to 5 minutes. The worst lag I have encountered was in an aoe group usually when all the mobs arrived. I play from China so I understand that distance could be an issue but I want to write down everything I have done so far and see if anybody has any other ideas or suggestions.

Computer:
P4 3.0, 1 gig DDR2 Ram, Geforce 6600 128M
Updated all drivers last week. (no change)

Internet:
Upgraded from 512kb/s DSL to 2048kb/s DSL (little noticeable change)

Game:
Play on lower detail setting with a small 32bit 1024X??? screen (slight change)

I am at a loss of what to do. I don't really want to go out and buy a brand new video card unless it is actually going to solve the issue. If i do I am considering buying a GEForce PX6800GT TDH 256M. But at more than half a months wages I figured I would get a second opinion first before buying.

imo, a new graphic-card won't change the lag so much, i would upgrade the internet once again if you will do something... i'd say cpu, ram and internet is the 3 most important things

your computer is good, i think u probably just have really high ping for the server.

i have p4 3.0 512ram(gonna upgrade to 1g soon) and a fx5700 card, and i run 1280x1024 32bit fine, i live in cali and play on sieghardt so i have low ping
