In terms of private servers there's just dex and rpg which are decent and dex in it's current state is not really a choice. Maybe their new g.final change will actually be worth a flying poo and make dex a viable choice.

L2 Vendication is a good international one with more than 1.600 players online at the same time.

Server is stable with active GMs no donations and wipes since 2004. I might start playing there again while waiting for TERA to release, just need to buy a new PC.
